Target by year, make, model & modeled mileage
Straight answer on VIN data: it doesn't exist for marketing.
VIN-level records are restricted under the Driver's Privacy Protection Act and are not licensable for VSC marketing from any legitimate source. If a broker quotes you a "VIN file," it is fabricated, scraped, or a compliance problem you will own.
What performs instead — and what every high-volume warranty mailer runs on — is year, make, model, body style and modeled mileage, tightened with owner and geography selects. Your mail piece reads just as specific to the consumer, and your program stays clean.
Cold volume, aged intent, or live responders.
Most VSC operations run two at once: a compiled mail file for volume and responder data to keep the dialer productive between drops.

Tighten the file until the economics work. Narrow selects cost slightly more per record and almost always beat volume on cost per sale.

VSC buyer questions
Do you sell VIN data?
No — and neither does any legitimate list source. VIN-level data is protected under the Driver's Privacy Protection Act and is not licensable for marketing. Anyone selling you VIN files for VSC marketing is either fabricating them or exposing you to real liability. We provide year, make, model, body style and modeled mileage, which is what compliant VSC mail and dialer campaigns actually run on.
What is a 'responder' and why does it cost more?
A responder already raised their hand — they called in on a vehicle service contract offer, usually from a competitor's mail piece or ad. They know what the product is, they know roughly what it costs, and they were shopping. That intent is why responder records close at 18–25% on connect versus low single digits on cold compiled data, and why they price at dollars per record instead of cents.
How fresh is the live responder feed?
Live responders are delivered within hours of the original call. You can take them hourly, daily, or on a weekly cap. Volume is genuinely limited — we allocate by territory so two buyers are not dialing the same person.
Is phone append worth it on a mail file?
For VSC, yes. Mail creates the inbound call, but appended phone lets you follow up on non-responders and reactivate the 98% who did not call. Append runs $0.04 per matched record with a typical 55–70% match rate, and every appended number is run against DNC and litigator lists before delivery.
How do you keep me compliant?
Every phone record is scrubbed against the national and state DNC registries plus a known-TCPA-litigator list. Mail files carry no calling restriction. We do not provide consent records, so any outbound dialing decision — and the consent posture behind it — stays with you and your counsel.
What are the minimums?
Vehicle owner mail files start at 5,000 records. Aged responders start at 2,500. Live responder feeds start at 500 records per week with a territory reservation.
